Government policy is to deny requests for such authorization in almost all cases.

*The comprehensive embargo on Iraq has been lifted. However, export licenses continue to be required for certain oneilonline products.
**Although Libya is no longer subject to U.S. embargo, an U.S. Commerce Department export license is needed to export or re-export most oneilonline products and services to Libya (except EAR99 items). The U.S. Government applies a general policy of denial to requests for export of items to military, police or intelligence end users in Libya.
